Why do people designate the victims of 911 as heroes? Those who were rescuers, in a lot of cases, of course were. Your opinion?

The victims of 911 that were originally designated as heroes were the passengers of one of the planes that were believed to have fought with the terrorists in their plane and prevented them form causing heavy damage. Several movies have been made on what happened aboard that plane during 911.
Over time, people have amalgamated the victims from that plane that were indeed heroes with the other victims and have started designating all victims as heroes.
