M$i went to high school with someone who is still serving a sentence for attempted murder. a few years into his 12 year sentence, he was "traded" for a prisoner in another state. so that state is feeding him, keeping him locked up and when he gets out will have him on parole. our state is feeding the other prisoner, so other than some one time transportation costs, it's a wash.
and when they are released, they won't be anywhere near their victims. good plan.
