Scottish gangs invented a face slashing called the Glasgow Smile. That's what I thought of when I read your question. This type of cut is usually done from the edges of the mouth out to look like a smile. It was also later known as the 'Chelsea Grin'.
An actor also comes to mind when I think about this style of attack. Tommy Flanagan was given a Glasgow Smile and lived to tell. Usually when the gangs want to leave a message, they leave it on someone who is so badly beaten, they don't survive. He was most famous for his roles in Brave Heart and Gladiator.
So it's true that gangs have even been specifically known for face slashing, but if it takes place on Halloween... it's just coincidence.

The photo in the question, a genuine slashing victim, had nothing to do with gang habits or Halloween. It involved an attempted mugging in Britain in 2005. Britain, while having a much lower murder rate than the USA largely due to stricter gun regulations, does have a problem with knives. Without guns, violent people tend to use knives or other weapons. However, they can kill a lot less people without the firepower.
