"If it has been replaced and the same condition occurs then there is only two things it could be, (1) the stops under the sink need to be replaced, (2) there is sediment gathering in the aerator of the faucet... to eliminate the second install a sediment filter where the main water come into the building, to eliminate the first, replace the angle stops under the sink. They may not be working properly and could be defective, due to weakened seats that expand once the angle stop is turned on again after replacement of the faucet."

Hope that helps. I was thinking hard water build up but that wouldn't just affect one faucet so I asked an expert. :)
