M$I don't think that is necessarily true. I've not asked that specific question, but similar things (is this dress too short?) etc. When we ask we are ACTUALLY looking for an answer, or at least I am. If it's too short, I want to know, so I don't go out looking bad! If I were to ask if I looked fat it's because I'm not sure and I want someone else to judge it so I know whether to change!
It's not always fishing for compliments.

so, without being there, I'd take a wild guess and give my opinion: "It is not a fair question for someone to ask someone."

When she asks you if she looks fat in something, what she reallt wants to hear you say is that she looks beautiful, or she is looking for some sort of compliment without having to tell you tell pay her a compliment.
