Why do Californian's still use their cell phones while driving? It is against the law.

http://safety.blr.com/workplace-safety-news/transportation-safety/cell-phone-safety/California-Passes-Cell-Phone-Law/

States that it is illegal to use a cell phone (even for texting) unless by use of a hands free device. Yet, every single day I see people on their phones while driving, and it is a hazard. Why isn't CHP/CA police doing more to enforce this law?
Tip for best answer: M$1.00

You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

Why do people speed, run stop signs, not use blinkers, cut people off and a host of others while driving. Because they don't care and are only interested in themselves. And maybe because they know law enforcement is lax with this. Because they think they just won't get caught.

That is very true. It is just aggravating to see people getting away with this. They know it's a hazard, yet continue to do so anyway :(

People use their cells when driving because of their need to communicate with people. Laws have nothing to do with it. The fine is very tiny, who in California would live in fear for $100.00? Nobody!!

For the same reason every person who speeds hasn't gotten a speeding ticket
