Why did the House of Representatives pass a bill that covers "96 percent of Americans" - Why not just cover all 100%?

Quoting the Huffington Post...

""It provides coverage for 96 percent of Americans. It offers everyone, regardless of health or income, the peace of mind that comes from knowing they will have access to affordable health care when they need it," said Rep. John Dingell, the 83-year-old Michigan lawmaker who has introduced national health insurance in every Congress since succeeding his father in 1955."

The only straightforward way to cover everyone would be a government system that covered everyone.

Instead, the plan attempts to reform and expand the current mostly private system. Since this depends upon each individual or family signing up for some plan, it can never reach 100%.

If the plan is adopted it is likely that in some future year complaints about people "falling through the cracks" will lead to a further safety net that might reach 100%.

The bill does not prove any coverage it forces people to obtain and pay for their own coverage. Since affordable health insurance is not provided, some people will not have the money or the desire to obtain health insurance and they will not be covered.

The only way to reach 100% coverage would be if the government provided health insurance.
