Part of the appeal is the community aspect to the site. Anyone can post on Craig’s List, as long as they follow the rules. There are several folks who routinely ignore those rules, and the community can “flag” the post and the supervisors of the List come swooping in to disable the ad. The ad may stay up for a few moments once it has been flagged, but generally, the site is well maintained.
