Soldiers are very loyal to their superior officers. This is part of their training and is an important part of the effectiveness of all military forces. This makes the Chief of the Army powerful in all countries. However, it is both possible and desirable for the the military to be controlled by a civilian government. This cannot simply be legislated, it has to be built up as a tradition. In Britain, the military has been obedient and has not seized power in at least 400 years, more depending on what you count. In the USA there has never been a military take over in its more than 200 year history. Pakistan does not have such a long tradition of civilian rule, in fact there have been numerous military coups within its short, half century of existence. So, the civilian leaders do not have that weight of tradition to give them authority. This is especially crucial in time of war and emergency, which has been nearly continuous during Pakistan's short history.
