If the same person is making the pages, they could be trying to maximize their money by taking a different approach to each page. One way to make money in mahalo is to make how to pages; therefore the more pages you make, the more money you make.
Another reason is slightly different wording can give you a link to a page that does not exist and the page will then ask you if you want to create this page. So you might have a page saying how to make money in farmville or you might have a page saying how to earn money in farmville. Same content; different writers. The system in the past could not differentiate.
For example, not knowing the system early on, I made a page for Eyeclops merchandise. It's a general page about all the products. Once I learned how to search the system properly, I found other pages on the individual Eyeclops items. So my page really is useless, but it's there and pages don't go away. They just languise unread.
