The California state flag is displayed because the show is taped in Los Angeles. The other state flag shown in Judge Toler's courtroom is from Pennsylvania. In addition to graduating from Harvard University, Judge Toler also graduated from the University of Pennsylvania Law School. Judge Toler is a very classy woman -- it's a nice tribute to honor Pennsylvania by displaying the state's flag in her courtroom.
