Certain artists have a lot of talent, but are not pushed in the media for some reason. Three interesting examples that I can think of off of the bat would be the Indigo Girls, Ani DiFranco, and Ingrid Michaelson. All three can be fit into the folk/indie market, and this is not something that a station like MTV is going to push. It is also a market that most Top 40 radio stations are even going to take a look at, This causes them to not become as popular as their talent warrants.
On the other hand, you have celebrities like Kim, Snooki, Paris, and the others that have little (if any talent) that are on our tvs every night. They are popular because shows like TMZ have decided to make them popular. They get a lot of face time on tv and on newstands, so they skyrocket to superstardom for not really doing anything.
Some cases, like Lady Gaga, are interesting. She has talent, but was brought to the status that she is because of the way that she dresses. She has become a media dream because she is able to embrase the shock factor without appearing morally offensive (like good old M. Manson or Madonna in the mid 1980s). She would have sold a lot, but because of her shock value, she is a major superstar. Once people get bored with her trying to outdo herself, she is done.
Some celebrities become popular because they appear to be genuinely good people. In a case like Hugh Jackman, not only does he have a lot of talent, but he appears to be a really good guy. To a list like this, you could also add Tom Hanks, John Travolta, and Jimmy Fallon.
Others might become popular just because of the status that has been built around them. Usually, these people are highly respected by other celebrities due to the amount of talent that they have. Also, they usually become the focus of legends that have built up over the years. Sinatra, Nicholson, Norris, and the King are all people that would fit into this category.
There are many other reasons that I could probably go in to, but I want to see what other questions are out there before I head to bed. As you can see, though, there are almost as many reasons why certain celebrities are so big as there are celebrities.
