Patients are required to fast for several hours before surgery because anesthesia can cause nausea and vomiting. If there are contents in the stomach, the patient runs the risk of aspirating stomach contents into the lungs. This process slows down the GI tract significantly. After surgery, there is still some anesthesia in the body that can cause stomach upset. The ice chips are used to both ease the stomach into working again and helping to keep the patient hydrated.

I know that before surgery you are not allowed to eat anything, because during the procedure or because of the medicine they give you, you have a great chance to get sick and nauseous. After surgery you are still in the recovery situation and food and most beverages can harm or still even make you sick to your stomach. So as a courtesy they give you crushed ice, to help sooth any pain or thirst you might be experiencing!
I know when my wife had our first daughter, she was not able to eat for about twelve hours. So when she was able to have some crushed ice, not only did it help cool her down and even calm her in a little way, but it also put something in her stomach other than acid. The coolness of crushed ice, is comforting and letting you know soon, you will be able o digest other thigns as well!

I have had a few surgeries, and when i asked for water one time the nurse told me that because of the anesthesia, I may be prone to vomiting and that ice chips would moisten my mouth to ease the discomfort of dry mouth, but wouldn't fill my stomache and agitate it to make me ill.
