There are two obvious explanations that spring to mind:
1 - The expansion of the human population can only lead to the displacement of other speciec from their natural habitats. Larger species, such as bears are more noticeable than smaller species.
2 - As a rule, humans feel the need to contain or remove anything seen as a threat. Bears are known (albiet falsely) for their aggression so are generally treated as a threat as a first resort.
It's a shame that property developers don't take more interest and care in the land they build on.
There are rules and regulations in place but they are incredibly lax and tend to favour quick development over conservation and protection.
