Why all the suspensions in the NBA? First Alston then Fisher! Why doesn't Rondo get any penalty for his actons?

It's all come down to where your elbow hit the opponents. Also, hitting above the shoulder area is warranted a suspension.
According to ESPN.com, Derek Fisher was suspended for leveling Luis Scola with a lowered shoulder. In Alston case, it's obvious that it is above the shoulder area (i.e. smack in the head with open head).
Of course, the rule itself is not clear and definite. Case in point, Rondo hitting Brad Miller's face was not flagrant because he did not "wind up". Very blur and I agree, sometimes NBA still has "superstar" treatment.
