There are probably a number of various resellers that will buy chairs. However, I don't know whether any are better than others, and I would suggest going to the horses' mouth yourself, if you have time.
I was originally just going to suggest http://philadelphia.craigslist.com -- or similar local classified ads sites. However, I looked up Steelcase Leap Chairs and was surprised to learn about that Steelcase "Leap has Silver Cradle to CradleTM Product Certification from MBDC and is SCS Indoor Advantage⢠certified for indoor air quality." I had not previously known about these certifications and because of which I would suggest contacting the SBN (Sustainable Business Network of Phila) and the DVGBC (Delaware Valley Green Building Council) while they don't exactly have places to post ads for members, their staff and boards may know people who would be interested, and/or they might be able or willing to put a little note in their email bulletins or otherwise spread your info because of the certifications of this furniture (assuming it's new enough to have those certifications.)

In addition, I might also suggest going to Steelcase's website and looking up their approved dealers or distributors. They might be willing or interested in buying or consigning your chairs for second-hand resale. I just did so and came up with:
