The movie or the book? The book was written by L. Frank Baum and the film was co-written by Noel Langley, Florence Ryerson and Edgar Allan Woolf (interesting name).

Wait a second, you're a greenbelt not a newbie. So what's with the elementary question that you could look up yourself? There must be a trick to it.

If you mean the book, it's L. Frank Baum, and it was part of a whole series.  He also wrote the Broadway play (1902), but had to make bunches of changes due to his contract
