Who wrote "The Colossus" and why?

"The Colossus" is the poem engraved at the base of the Statue of Liberty that has come to symbolize immigration to the United States from other countries for over a hundred years. Who wrote this poem? Why was it written? How did it come to be placed at the base of the Statue of Liberty?

The author was Emma Lazarus and the poem was (I believe) one of many that were part of an art auction intended to raise funds for construction of the statue's pedestal. The poem didn't have much of a presence until Lazarus's friend called attention to the work and succeeded in having a plaque inscribed with the poem and displayed on the pedestal about a decade or so after it was written.
