That would be Marcus Porcius Cato and the famous line is: "Ceterum censeo Carthaginem esse delendam" (commonly referred to as Carthago delende est) which translates as "Besides which, my opinion is that Carthage must be destroyed".

"Ceterum censeo Carthaginem esse delendam" was only part of Cato's "act". Cato also had fresh fruit from Cartage with him when he spoke in the senate. The implication being that if it was possible to obtain fresh fruit from Cartage that soldiers from Cartage could also be in Rome very quickly.

Cato the Elder (Marcus Porcius Cato) was famous for ending his speeches, even those completely unrelated to Carthage and/or war, with Carthago Delenda Est! (Carthage must be destroyed!)

Carthago delenda est (English: "Carthage must be destroyed") or the fuller Ceterum censeo Carthaginem esse delendam or also Ceterum autem censeo, Carthaginem esse delendam (English: "Furthermore, I think Carthage must be destroyed") are Latin phrases, clarion calls in the Roman Republic which came in the latter years of the Punic Wars.
