Jiang Zemin was th president of China during that time. (from 1992-2003), during his rule China's economy grew rapidly, however, corruption also grew, human rights abuses continued, and the pollution problem became severe. Therefore his rule was considered to be somewhat good and somewhat bad both at the same time.
