In 1938, Pilar Hidalgo-Lim and Josefa Llanes Escoda requested the assistance of the Boy Scouts of the Phillippines to spearhead and organize the GSP, By 1939, Josefa Llanes Escoda was sent to the US for training and in 1940 the GSP was chartered.
Escoda was born in Dingras, Ilocos Norte in 1898, earned a teaching certificate in 1922 and became a social worker before undertaking her Girl Scout initiative.

Escoda organized the GSP movement in 1940 after a series of training in London and the USA.
But her life ended abruptly in 1945 when she and husband Antonio were incarcerated for espionage, after being detained at Fort Santiago, nothing was ever heard of them again.

M$She was sent to the United States and Britain for training. Upon her return to the Philippines, she immediately started to set up the GSP. It was eventually chartered on May 26th 1940.
