Bioshock was developed by Irrational Games (known briefly as 2k Boston and 2k Australia). The game was designed by Ken Levine, one of the original founders (together with Jonathan Chey and Robert Fermier, two other former employees from the now defunct Looking Glass) of Irrational Games. The fact that the original founders came from Looking Glass gives the Bioshock development studo a sort of heavy pedigree. Looking Glass were the developers for some of the best PC games back then such as System Shock and the original Thief.
The name of the game is a dead giveaway if you know all these development studios and their games. Bioshock is described by Levine as a spiritual sequel to the System Shock games so that should be enough to tell that it comes from the same people.
