You may want to check a local farm supply or feed store. The only ones I've ever seen personally are antiques; if you have antique dealers in your area who carry farm equipment they may be able to help you as well.
If you're just spinning a little bit of flax, you might be able to jerry-rig something similar. A flax brake is essentially a u-shaped channel with an arm that swings down into the channel, thus causing the straight stalks of flax to break. A woodworking friend could build one for you to play with while you look for a real one.
