My personal favorite iPad game developer is Gameloft.

They have some of the most deeply robust games on the iPad, polished with gorgeous art and nice gameplay. They are known for copying other companies titles a bit, but they do so with such an expertise that the resulting game is fun and feels unique enough to be enjoyable. They have some of the best RPG titles, such as Dungeon Hunter 1 and Dungeon Hunter 2, Eternal Legacy, and Sacred Odyssey (Which just released a few days ago).
My second favorite developer is definitely Popcap Games. Popcap are known for one of the greatest crossplatform games ever, Plants vs. Zombies. Between PvZ and Bejeweled Blitz, I have spent dozens and dozens of hours enjoying their games on my iPad.
