...by burglarizing the Democratic party headquarters at the Watergate Hotel he was indicted for illegal wiretapping, misuse of the CIA, perjury, bribery, obstruction of justice, and other abuses of executive power.

According to the article of impeachment issue on July 30, 1974, by the House Judiciary Committee:

...although Presidents Andrew Johnson (17th) and Bill Clinton (42th) were impeached by the U.S. House of Representatives, they were later acquitted by the Senate.

I'm.. not quite sure how to answer this. But I'll do my best -Mainly because a subject like this is tricky, and subject to a lot of 'halo and horns' bias and the bias that comes from what sticks out to us because they happened in our lifetimes. So these biases make me throw up my hand and say 'Clinton'. Why? The sex scandal and Whitewater. Things I felt he was personally responsible for and I felt I was being represented to the world by some low-class man.

Even in textbooks, there are biases. I remember when I was in high school government class, the book attempted to put out a little table that listed the 'best and worst' presidents. Why were the presidents placed on these lists? I couldn't say. The list was arbitrarily made. In light of that, I have to say 'Ulysses Grant'. Because a government book said his term was 'disastrous'. What he did, I'd have to look at Wikipedia (for what it's worth) because I really don't know.

And I'm not sure what is meant by 'corrupt'. Given my own personal philosophical/religious views, I'm of the opinion that we're all fully corrupted already, so what makes me better than the president - and one president better than another - in light of corruption? I suppose if you define corrupt as listening too much to lobby groups, looking after the self before looking after the country.. I'm not sure which president slots worst in that category. I'm sure most presidents have their arguments as to what makes them corrupted.

4 hours (when I looked at this question) and no one has mentioned Bush Junior.

He made so much money by creating a war. He killed people, and made profit. That's just the tip of the iceberg.

My husband thinks a person can't be corrupt if they are a moron, but I disagree.

John F Kennedy, He and his family had so many ties to organizations of crimes, not necessarily directly tied, but through secondary ties. Although a great president and loved by many, so much of his doings and activities were covered up, such a mysterious aura around his legacy

Tough question, but you would have to look at the Clinton administration as a whole as the most corrupt administration, check out this list:

- The only president ever impeached on grounds of personal malfeasance
- Most number of convictions and guilty pleas by friends and associates
- Most number of cabinet officials to come under criminal investigation
- Most number of witnesses to flee country or refuse to testify
- Most number of witnesses to die suddenly
- First president sued for sexual harassment.
- Second president accused of rape
- First first lady to come under criminal investigation
- Largest criminal plea agreement in an illegal campaign contribution case
- First president to establish a legal defense fund.
- First president to be held in contempt of court
- Greatest amount of illegal campaign contributions
- Greatest amount of illegal campaign contributions from abroad
- First president disbarred from the US Supreme Court and a state court

I think that list proves my point.

Even if I’m not an American George W Bush was a disaster for American, I been in America once and I had a very good impression about Americans, but after GWBush’s time everybody talking against America and he is the most corrupt as we heard here that he is doing it all for his family business.
