Hi there, and welcome to Mahalo.
That's really an excellent question. Problem is, there are actually TWO persons considered to be the 'fathers of the Internet': Vint Cerf and Bob Kahn. Both have played a major role in developing the very basics of the Internet as we know it.
"Vinton Cerf was instrumental in the funding and formation of ICANN from the start. Cerf waited in the wings for a year before he stepped forward to join the ICANN Board. Eventually he became the Chairman of ICANN."" (Source: Wikipedia).

"In 1972, he began work at the Information Processing Techniques Office (IPTO) within ARPA. In the fall of 1972, he demonstrated the ARPANET by connecting 20 different computers at the International Computer Communication Conference, "the watershed event that made people suddenly realize that packet switching was a real technology."

Kahn and Cerf together invented the TCP/IP technology, which is still the basis for the main part of what we now know as "The Web".
