He's a politician from Illinois, running for Obama's old senate seat. The one that Governor Blagojevich appointed Roland Burris to, under very dubious circumstances. Kirk is a Republican, and polls show him neck-and-neck with the Democrat, or ahead. For a seat which has traditionally been held by a Democrat, plus the controversial nature of its former occupants, it's attracting national attention as part of a possible Republican takeover.
Both candidates have been beset by controversies (dubious loans from a felon in the case of Giannoulias, the Democrat, and false claims about his military record by Kirk, the Republican.)
Other than that... he was a military officer, with degrees from the prestigious London School of Economics and Georgetown Law. He's member of the House with a pretty good record. He's considered fairly moderate, from the Democratic-leaning Illinois 10th district (D+6, on the Cook Partisan Voting index.)
