During Gustavus Orr's period in office, the public school system in Georgia went from educating 49,578 students (of which only 6,664 were black) to 342,294 (133,429 of whom were black) during his last year in office.

Orr's efforts to create an egalitarian public school system with well paid, good quality teachers has resulted in him being sometimes described as the "father of Georgia's public schools"
