Technically speaking this person your referring to modified the seed drill in the 19th Century. Jethro Tull both 19th century agriculturist and British Rock Band.

Jethro Tull is the correct answer, except that he lived from 1674 to 1741 (17th and 18th centuries) and invented his improved seed drill in 1701.
