I suppose that you cannot imagine the trillions of dollars that Goldman Sachs controls. Further you apparently not aware that the US Government actually works for the guys from 85 Broad Street. Every Director of every Federal Financial oversight agency is an ex-Goldman employee. If I were guessing I'd say Goldman has more Lawyers. But I'd rather know for sure than speculate, after all it's Mahalo Answers not Mahalo Speculations!!!!
I cannot imagine why people are responding with answers that are pure guesswork. I am seeking an intelligent educated and definitive answer. So far the previous answers simply confirm a misconception in the Zeitgeist about the very nature of Goldman Sachs. As evidenced by its control of events so far, The truth appears to be that Goldman Sachs can easily provision more legal resources than the US Government, towards any regulatory question. I just want a knowledgeable statement of fact, NOT OPINION !
