There's only one singer or performer that comes to my mind after what I've just said. It is the late Michael Jackson.
Okay, we all know the controversies that stained his image... but we're talking about the greatest 'singer' here, not the greatest 'person'. Besides, come on, he's just a human who's not perfect.
Michael Jackson has sold millions of records, has numerous sold out concerts and countless 'wows' and standing ovation performances. He inspired a lot of new artists. He composes his own songs. And I could say that when it comes to singing and yes of course dancing, he's really, really great.
So that's it, I think he deserves to be called the greatest singer of all time. ^^

But to name someone the greatest singer of all time, I think of someone who is versatile, charismatic, and whose voice can span genres (opera, Broadway, jazz, pop, etc). For me, for a female singer, I would say Kristen Chenoweth.

For men, I'd have to agree with the first poster--Pavarotti and Domingo are both sublime. I think Norman Leo Butz also has a voice I could listen to for hours. Can't find a really good audio of him online, but there are a whole bunch of videos to choose from:

M$I heard Kristin Chenoweth sing on Pushing Daisies (she sang the song from Grease) and this was a while back, when it first aired (might have been the premiere, or within the next 2 episodes, I think...) and I STILL think about it every so often, and how good she sounded sing it, I didn't know she did this other stuff! She IS a great singer!

by using those criteria Elvis, Bowie and Jagger would arguably beat Jackson for the top slot, but Jackson would definitely be in the contest...
