The original creators and designers of the game were Robert Pardo, Jeff Kaplan and Tom Chilton. So yes the creation of World of Warcraft was a collaboration of three talented men and I'm assuming a team that assisted them in certain aspects such as composing and other aspects of the game since it was a massive undertaking.
There is continued development of the game even now and it is never stationary and even between expansions there are constant updates, fixes, and other things that are designed to enhance game play for everyone involved.
