Who coined the phrase, "If it ain't broke don't fix it"?

I think this was Scot Adams, an American Cartoonist who said:

Something this simple and universally accepted implies it is much older than Scott Adams.
The real issue isn't who said it but who hasn't..
I've also been doing some research and Burt Lance is promising but still far too recent..
