M$While Bugabe and other leaders are clearly wrong, and only stay in power because they organize fake elections, Mr Berlusconi has been extremely cunning in making his government 'legitimate'.
As far as I know, he is the only polititian, who has been able to stay in power, with support of the voters, with legal means (even though he has bent the rules on many occasions to ensure no legal action would be taken against him, even at the cost of letting thousands of other criminals off the hook.)

M$Would you care to provide some arguments to support your 'nomination'?
I did look at the link and even if all the stuff they mention in their statements is true it would in no way qualify as the "Most Corrupt" That would just be misleading to say or infer at all.
I f everything this link portrays is held in the worst possible light it would accurately portray someone as corrupt as a Girl Scout who cut a deal with her Grandma on the price of cookies.
look at the above mentioned link
I agree with buddawiggi. I see nothing above that supports your answer with any facts.
