Which team in the NBA that is excellent in scouting and recruiting great players?
The San Antonio Spurs is solid at doing this remember that they are good in acquiring steals in the NBA Draft picks. Just several years ago they obtained Manu Ginobili of Argentina and Tony Parker of France.
The Utah Jazz are good at this too, they tabbed John Stockton, and Karl Malone with their low picks. Stockton was selected just 16th overall in the 1984 NBA Draft while Malone was the 12th pick in the 1985 NBA Draft. Recently they have Andrei Kirilenko and gambled with a point guard in Deron Williams with their third overall pick in the 2005 NBA Draft.

It absolutely has to be the Spurs, and I'm not just saying this because I am a "homer". No body has done more with lower draft picks than RC Buford and Coach Pop.
Since the Spurs have been a dominant franchise for the past decade, they have consequently had lower draft picks. Just these past two years, they drafted DeJuan Blair as the 37th overall pick in 2009 and George Hill as the 26th overall pick in 2008.
Blair was selected in spite of the fact that he had major knew surgery and Hill was selected from an obscure school from a mid-major conference.
Additionally, the Spurs have recruited many international players (Parker, Ginobili, Oberto) proving that their prowess for scouting talent extends well beyond the border.
