As of Super Bowl XLII, the record for penalties in a Super Bowl is 12 and is held by the Dallas Cowboys in Super Bowl XII and the Carolina Panthers in Super Bowl XXXVIII.

Super Bowl XII

Dallas Cowboys (15-2) defeated the American Football Conference (AFC) champion Denver Broncos (14-3), 27–10.

Super Bowl XXXVIII

The National Football Conference (NFC) champion Carolina Panthers (14-6) almost won their first Super Bowl but were defeated by the the American Football Conference (AFC) champion New England Patriots (17–2), 32–29.
