There is considerably less corruption in Chicago where politicians actually have to answer to voters on some level. Corruption is generally more widespread in Louisiana. This speaks to the political culture and tolerance of corruption in each respective state. That being said, Chicago is far from clean (it is, afterall, one of the biggest economies in the world according to the CIA Factbook - comparable to many countries)
