I don't know that it makes a big difference what state you purchase the car in, because, ultimately, the state where you register the car will make sure you pay all appropriate, sales, use, excise, luxury, etc taxes and will also ensure that you comply with local inspection or pollution requirements.
What can save you money, is purchasing a European car, picking it up at the factory and shipping it back home. The savings make the trip worthwhile and you get a vacation out of it too.
