IMO, asking, "What's the best online project management software?" is kind of like asking, "What's the best car?" There is no possible way to answer it without knowing some of your needs.
You have a range of options to choose from...but there is no way to determine what is "best" without knowing what you want to achieve, what your current strengths and deficits are, etc...

M$Basecamp - A popular choice, esp with larger orgs. But the monthly subs are quite expensive.

Feng Office - Also powerful, and can be free if you have your own server to host it on, as it is open source. There's also a hosted service which I think worked out a lot cheaper than Basecamp.

M$My word of advice: If project management software is the first type of software you plan on using or if you already have other software applications, be warned. You will rack up this list of applications quite fast after realizing the power of these apps - but before you know it you'll have multiple and a hefty bill to pay too.
One way you can avoid this problem is by getting a total business management application.
