Since this question is totally just shooting in the dark. I'll bet it's Chicago. Mostly because by that time there won't have been one in the US for 20 years. (1996-2016) It also wouldn't surprise me if the current administration isn't thinking about the fact we need to appear strong. Which may mean pumping federal dollars into Chicago.

I would place my bets on TOKYO

In March 14, 2008, the IOC's 2016 Working Group released its evaluation report. Through analysis of the Applicant Files, the IOC gave a weighted-average score to each city—

Tokyo scored----- 8.3
Madrid---------------8.1
Chicago------------ 7.0
Doha---------------- 6.9
Rio de Janeiro----- 6.4

Based on the scores obtained in each of the questionnaire's eleven themes: political and social support, general infrastructure, sports venues, Olympic Village, environment, accommodation, transport, security, past experience, finance, and legacy.

Tokyo has better Accomodation facilities, unmatchable Safety & Security to offer and is financially stronger than any of the Bidders.

Rio, Far East just had Bejing, Europe will get London in 2012 (don't expect a great show though) and I would say Rio is a more interesting city than Chicago.

RIO - simply because South America has never hosted an Olympics!

It seems surprising, as I associate that continent with competitive sports more than any other. And thanks to its devotion to soccer, volleyball, and other sports, Rio seems to have plenty of existing and planned venues for events. I can also imagine Brazil’s people and culture injecting a unique passion into the festivities.

I think it could also be Chicago, although it might more likely be Madrid. Depends on how all the military actions go and how the general world view is taken of them.
