Which martial arts have the most and fewest risks for those studying and training?

Tai chi is the best for preventing injuries, and it helps to know the fundamental concepts that underlie tai chi as well, the principles used in qigong. Qigong fundamentals teach you the basic principles of how to center your movements in your body in your lower dantian, how to breath from your dantian, and how to internally connect with the movements.

Tai Chi is an internal art, also called a 'soft' style, but its principles of connecting inwardly within the body and its energy and what it is basically about.

Hard styles, or external styles focus on building strength and durability, toughening up the body. Karate and Tae Kwan Do are hard styles. You are more apt to be injured in these arts because you can end up strengthening your body on a foundation of imbalance and not knowing how you body well enough. Older people who have practiced the hard styles tend to gravitate to tai chi practice later in life because of the injury problem.

All Martial Arts have risks, as they are all designed to work your body in ways you may not be used to doing.

I think Tai Chi is the best to start with as it is designed around slow flowing movements, helping you with balance and body control. The classes I have taken and seen are not designed around fighting or sparring or even contact with each other, its about self-control of your body, graceful movements and balance. All of these are important to ALL martial arts.
