It depends on your platform of course. On Windows it doesn't get much better than notepad++, as mentioned above. On the Mac, I'd go with Textmate (http://macromates.com/) and my own WordPress Textmate bundle (http://yoast.com/articles/wordpress-textmate-bundle/).
