For hosting your own blog I believe that Wordpress has the best combination of ease of use, ease of administration, number of plugins, ease of upgrading, active community and ease of customization. There are tons of free templates and there are enough template makers that if you need something custom it shouldn't be too expensive.
If you just want a free blog to blog on both Wordpress and Blogger have good user interfaces and are easy to use.

M$If you're just looking to write about a topic or share some of or creativity, but aren't super technically inclined, try wordpress.com. You can register and start blogging for free in about 5 minutes. It's fairly easy to use and pretty extendable - i.e. you can add cool features or swap out themes for the look and feel of your website. Some of the cooler add-on features might cost you, but if technology intimidates you, it might be worth it to have someone else take care of the behind the scenes stuff.
If you fit the profile above, but think you might want adds on your site to make a little extra money (emphasis on "little" until your site gets very popular), then go with blogger.com. Since blogger (blogspot) is owned by Google, they have easy integration of google adsense. I think wordpress.com is a little easier to use, but you won't have the options for monetizing your site.
If you know a little about computers and don't mind learning more, or you'd like to be in control of every little detail of your blog, consider wordpress.org. At wordpress.org you can download the wordpress platform for installation on your own server... if you're not interested in setting up your own server, you can pay for server space. Prices vary, but you should be able to find a service in the ball park of $100 per year. Most web hosts use a program like simple scripts or fantastico to install wordpress for you, so you might not even need to download it for free from wordpress.org. Once you've got your own wordpress installation, you can install tons of pluggins to add features, tons of themes to change the look or even make your own if you you know some php and css. Your own wordpress install isn't too much harder than wordpress.com, but potentially gives you a LOT more freedom if you're willing to learn and explore. It will of course cost you the web host fee, but there are many ways to try to monetize your site when using your own wordpress install - google adsense, amazon associates and a number of other affiliate programs. You might not make a killing, but if you're good, you can make enough to pay for your web hosting fees.

M$But if you want to get benefit from adsense too then blogger is the choice. Blogger is the product of Google like adsense, so it provides earning opportunities too.
However wordpress.com offers more customized features and templates. If you want to run a blog for business purposes or planning your own domain name in future than Wordpress.com is best option for you.
