I would choose a rug from Guatemala because I am living there right now. They are beautiful, and I know that they are very inexpensive. I have seen nice rugs in the markets here in Xela for a few hundred Quetzales (1 USD ~= 8.25 Q) so I've seen some for less then $50.
For what it's worth I know that Guatemalan rugs usually consist of geometric-ish designs. I like them, but really it's a matter of preference.
