According to the official PayPal website's FAQS, you can send money to people from 65 different countries and this is in 19 different types of currency. (However, 24 are listed on the actual sign up) If something happens and you send money to someone who is not able to accept it, you can cancel the transaction so the money will then be returned and places back into your PayPal account or the credit card or debit card that you used to send the money.
