I do not think money buys the best hair products necessarily, but money can buy an outstanding hairdresser that can get "anyone's" hair beautiful!
That being said, just by looks and not seeing the hair close up, I would have to say Julia Roberts and Kelly Clarkson have healthy looking hair and beautiful hair.
As for your other question, What do they use on their hair, like I mentioned above, they probably have a stylist. Anyone can have healthy hair by doing a few things:
Do not over wash your hair. It is not necessarily the washing but more so what we do afterwords. Try to let your hair dry, avoid blow drying, curling irons and hot irons. (Wash your hair every other day if possible.}
Eat a healthy diet and drink plenty of water, yes, a healthy diet is not just good for our body, but our hair, as well!
I have tried about every shampoo and conditioner and have found there are many cheaper brands that work just as well as the expensive brands. Pantene is a cheaper brand that is wonderful.

It's easy to get the kind of gleaming, well groomed glossy, beautifully styled hair like Cheryl and so many other celebrities have and it doesn't require them to make any effort at all! It just requires one elusive thing, money and lots of it!
