I think you mean a character widely regarded as "G" but who is not. The three sexiest female cartoon characters are obvious candidates.
Jessica Rabbit is thought of as "G" because she appeared in a Disney movie. In the movie she says "I'm not bad, I'm just drawn that way." and the storyline backs her up. But her real story is in the book, from which the movie was made. She is quite scandalous in that, cheating on her husband and being generally amoral.
Betty Boop is thought of as cute and "G" because the Hays Act of 1935 made her clean up her act and cover up more. But back in the 20's she was a real flapper in a tiny dress which often came off, sometimes felt up by the guys on screen and doing who can say what off screen. It seems likely that like her jazz musician friends she smoked both weed and opium at times.
But I'm going to vote as most likely to be extremely scandalous in her private life: Caramel Bunny. Even though there is nothing to document her life, her voice, figure, and poses say it all. Plus, she really is a rabbit.
