It will depend on the specific requirements for each program regarding eligibility. If you have a 4 year degree that is one major requirement. They usually look for individuals with some sort or major in either science, psychology or english because you end up doing alot of research and writing for publications in grad schools these days.
Other requirements include the GRE programs usually look for over 1000 or 1100 on the verbal and quantitative sections. So you may need to take the test a few times to get a score that matches or exceeds that.
Graduate programs also look at work you have done in research, volunteer work in labs in undergraduate work and any publications you may have already.
I would suggest going through a PhD program as well as a masters. If you are looking at a career in counseling you may have more options available to you if you have a PhD and you will make more money if hired by an institution or a governement facility.
I chose a graduate program where I could get my master and my PhD at the same time. You just go straight through - it took 5 years then you do an internship and postdoc so 7 years total. Some students get a masters at one school and then decide to get their PhD at another school and it can take them longer because some credits don't transfer and their thesis may also not transfer. I know several students that had to redo their thesis and it set them back 1-2 years. So I suggest getting a MS and PhD in the same program if possible. You can finish quicker and you don't have to retake course hours.

Here is an intro to counseling career at the University of Memphis. I graduated from the clinical psychology program at Memphis but it sounds like you may be interested in counseling verses clinical. This is just an example of some of the requirements they have. Other schools will have their own specifications. I wasn't sure which area of the country you were focusing on.
