Where would I go to buy a hair color swatch book?
You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

Often contacting companies like Clairol and requesting a swatch book is easy. Because their products are available at mass market stores and they often have swatches that are tagged. So it doesn’t hurt anything to contact them and request swatches. Sometimes though they may have a limit.
Swatch books like the salons use is often for professionals only. So see if your favorite salon can give you their old, but still active books/swatches.
Larger beauty specialty store likeSally’s, often have old books that they just toss. You can ask at the counter if they have one that they are planing on getting rid of. The colors often stay the same but the format and layout change.
Since you specify that it doesn’t matter which brand, try getting a season prior book for free.
BTW Clairol professional link takes you to teh swatchbook request, but you have to be a professional or a student.

There are also several on eBay that are quite reasonable in price:
