Here's Marbury's career stats, and it's interesting to note that he only played 24 games last season, and hasn't played at all yet this season.

As a Celtics fan, I hope he's not too rusty, but he's going to have to practice for a few weeks before he gets any serious minutes. Since he hasn't played much during the past few years, it's going to take some time for him to not only get his conditioning back, but also his "game sense" back, for lack of a better word, as the NBA is so fast-paced.
All in all, I see him regaining form in a month or so, which will give him just enough time to get some serious minutes during the regular season, so he'll be ready to hit the ground running in the playoffs.
I see him taking some minutes from Rondo, but Eddie House is going to be the most affected by the addition of Marbury. I see many of House's minutes being taken by Marbury.
As Hollinger mentions, it's a no-risk situation for the Celtics, as they can simply release him and lose nothing but the pro-rated veterans minimum salary. Marbury has everything to gain, as he'll have a (hopefully) three-plus month audition for the rest of the NBA to prove that he can still play, and get a new contract this summer.
